NCSC - BIHAR STATE
A BRIEF
REPORT :
The State Organising committee of
Bihar State was formed for the
first time in 1993 after successful
culmination of a unique
programme of Science Communbication called “ BHARAT JAN
VIGYAN JATHA-1992”
The SOC- Bihar
mainly comprises of scientists based in Univ. College /School Teachers and representatives from state governmental
bodies connected to science education , environment & Forests , research
& Development organizations.
STRENGTH:
- Regular activities guided by district and state
committees;
- Good rapport with teachers/educational
officials and district
administration.
- Univ.
College teachers/researchers spare
their time for NCSC/
Science Communication-programmes.
- About
80% participation by Govt. Schools.(thus
large no .of Participants
from rural sector) About 50% participation from Rural area Schools/Instt.
Support
groups for software
production/writers/translators/editors designers available.
- Skilled Manpower in different areas
e.g. Vermicomposting,
Nanotechnology, Nature study camps/Solar Physics/ Lasers/Hydroponics/Earth
system sciences/Biotechnologies
Available with the coordinating agency.
- Good rapport with state agencies like
State Council of Sc. &
Technology(BCST)And State
Council of Educational Research
And
Training(SCERT), Govt .of Bihar
The whole
effort is voluntary in Nature
,thereby generating trust from the
Community
Strict adherance to rules and regulation of the
NCSC process thus generating
credibility.
Weakness :
- Lack
of Office infrastructure and
full time office staff.
As the contingency and overhead grants are not available.
- NCSC-
Expenses is roughly 2-times the sanctioned
grants by RVPSP-DST
- Insufficient communication/training materials e.g Posters/Folders?activity
guide etc.
- Teachers training module at
district level is not up to mark.
- 10% of
the districts have to raise
themselves to higher level of reach
and quality..
- As the
educational infrastructure in govt/private schools is not up to the mark the quality of projects can not be
improved much.
- As the functionaries are govt.
servants many a time the Duty on Leave is not
available to them.
- We have
to find good/active group in three districts of Bihar.
OPPORTUNITIES:
* The
activities being conducted
has prepared ground
work and base
for future programmes
for generating scientific
temper among masses.
The students can
grow into young experimenter, learning the
method of science .
* We
need a sustainable calendar
of activities and support
system for developing
in this direction.
* Though
we conduct a
good no. of activities
alongwith NCSC , but inter –programmatic linkages
have to be built
in to derive maximum benefit.
* This
programme has provided
foothold to many
other National/International events being conducted in the country(like Earth Day, UPE, YSA-04
etc.)
* We
need our programmatic content to focus on
people centric approach, otherwise we may
be doing things only
mechanically.
*
Now our district
committees are virtually
linked to all science/tech. Related activities being conducted locally. This
provides a larger
platform to us.
THREAT:
- As our
organizational
structure is growing , larger no. of teachers resource persons are being
involved.There is threat
of undemocratic
handling of organizational events.
- There is
a threat of the
NCSC being conducted as a ritual at
different levels losing the
focus or content of the programme.
- There is a threat of going in the
direction of urbanized activities
losing the contact with 70 % of
the populace(rural sector).
- In
the name of
quality ,there is a threat of this
participative programme being turned
into a talent-search/Olympiad type race
among high profile urban
centers/schools.Thus loosing the
linkage with Community-needs and local
area intervention.
- As the
supporting organizations
are going in
more for a competition
type of event/activities the
innovations may be
loosing ground.
